Now about your fog lights. There may be something different between the U.S. and UK but my 2001 fuse panel number #8 fuse has a 15 AMP fuse there for the fog lights. If you don't, I suspect that your were wired up after the car was bought and may be hooked up to one of the spare fuses in the engine compartment.

Hooligan was right in saying most problem with the lights are caused by the multi-function stalk. Made very cheaply and the inside connections can't take any heat as they melt. Someone put it down to having the fog lights lit and using the turn signals. Both draw current through the switch and there are small weak parts that melt together causing a loss of light or the lights to stay on all the time wearing out the battery.
