According to what I know and to what we have been telling owners and what I've proved to myself countless times (including just now.....when the engine is cold and you start it up WITHOUT the A/C ON, the low speed fan stays off, but as soon as you turn the A/C ON, the low speed fan should come on.

The high speed fan doesn't kick on till a particular temperature has been reached. The fan kicks OFF when you reach a speed of 35mph as there's enough air coming threw the radiator to keep everything cool.

The Engine Coolant Temperature sensor (ECT), fan relays and PCM all work together in fan operation.

There IS a difference between Turbo and Non-turbo fans/relays as the Turbo and a variable speed fan whereas the Non-turbo has a low and high speed.
