As far as the grill, it's the same as the 06-08 so go to
www.Raceandstreet.com and click on "store" When the page changes click on "06-08 cruisers" and you can see all the things that will fit yours including a grill overlay.
On the front tag frame, not sure what you mean. Any tag frame fits any tag on any car as long as your in the U.S. Speaking from law enforcement, some tags cover up certain parts of the tag which make it illegal but it's not very highly enforced.
