They aren't expensive to anyone except the makers of the camera. They are the ones paying for them. The city/county pays nothing, but, the camera company takes a percentage of the citation money so the more tickets that are issued, the more money they make. A winning situation for the company and the city/county.
The legal issue really is that the citation is issued to the owner of the vehicle, not the driver. If someone other than the owner (son/daughter/friend) is driving, they get away with it until the owner goes to court and tells the judge who was actually driving.
I visit Virginia (Midlothian south of Richmond) about 4 times a year to visit my Grandkids. I can't believe how many people run the
RED especially in turning lanes. They just keep on going till there's no one left to turn.
Florida's not too bad. It's usually kids or moms' on the cell phone not paying attention. They even fly by me in my patrol car doing the speed limit yaping on the phone.
