Yep, looks like what is left of a rusted thin metal gasket. I have the GT wheels and I take them off every once in awhile to clean them and rotate the tires and I don't remember seeing anything like that. Maybe Chrysler did put it on at one time or maybe it was American Wheels (maker of the wheels) that put it on. It could be it was put there to stop the wheel from freezing/sticking to the hub.
