The timing belt shouldn't have anything to do with the compressor not coming on, but the A/C lines are disconnected 95% of the time to make room to replace the belt. It's possible the mechanic did something.
The fuse is good, the freon (R134) is good, the high side switch was replaced. I think it's time for professional help from an A/C shop or your dealer rather than internet help. The compressor needs to be checked as well as the computer.
