Question Rotor squeakage

So I recently replaced my front brake pads because they were due for a change.
I put on the new ones and after a while they started squeaking again.
I think it might be my rotors. They don't seem very smooth. most of the squeaking is coming from the left rotor and that one has a deep gouge in it like when the last person was turning them they did a really bad job.
Any suggestions as to what i should do?
