No, the high beams are a different bulb altogether. They are hard to get at and change. I thought they did a decent job of lighting the road when I used them which is only about 1% of the time. If you want to change them, look for a 9005XS bulb.
Neither of these will harm/melt the wiring as they take no more wattage then the OEM bulbs. I've had the low beams and fog lights in for well over a year with no problems.
