I'm assuming you've got a switch with some sort of light on it, correct? If so, the 4 prongs are going to be the power/grounds for both the light on the switch, AND the load (in this case, the neon lights).
Where are you obtaining power from exactly? Did you splice a wire in your fuse box? Or did you go from right where the cigarette lighter is? We kinda have to know what you're working with and how you started doing it before we can help your specific case.
What I did was run the power from the neon to the switch and grounded on the metal behind the dash. Then I ran my 12v (power) wire that I spliced into to the switch and grounded the switch to the same point I grounded the neon to.
I think your problem is finding out which set of positive and negatives work for the switch and which work for the load (your lights). If I were you, I'd take a battery with two wire leads coming from it, and hook it up to one set of positives/negatives at a time and see which set turns the light on on the switch. Then obviously you'll know which one is for the neon and which is for the switch.
