Properly prep the surface. Yes, sand the area to be painted, put down a high temp primer, Black (BBQ Paint) works the best for a Primer It is a High Temperature. Then lay down a high temp paint of your choice, followed by high temp clear coat. The high temp stuff is needed as the brakes make the wheels hot. You don't want the paint to flake off and the wheels to look like
Sh*t after a month.
