Where are you seeing these "chips"? On eBay? If so, all that they are is a resister that fits onto (or attached to) the IAC that fools the computer into thinking that there's cooler air coming into the throttle body. The cooler the air the denser it is and the computer adjusts the fuel intake and advances the timing. The same thing happens when you first start the car in the early morning. The "chip" (resister) is attached ALL the time so more fuel is introduced ALL the time, even at idle or when driving around town. Supposedly there a couple of HP to be gained, nothing that you'll feel but could drop your ET in the quarter mile by .001 If your into track times and don't mind using more fuel (all the time) go for it. They are all the same so look for the cheapest one. I've seen them from $15 to $50.
