Mine were clouding horribly inside and out. I would say about 90% of mine was exterior so I was able to clear the exterior up pretty easily.
I used Black Magic Head Light Restorer and some some 2000 grit w/ wet sanding. The whole thing cost me about $7.
My wife's truck lights were starting to cloud as well, but I got to it soon enough that just the product with no sanding was enough to clear them up.
