The fluttering sound will be there until the day you get rid of the car. It was there from birth at the plant in Mexico, but DC did a superb job of hiding it with the silencers in the intake system. As soon as you open up the intake by any of various means, you'll hear the sound. I've been told that it's present in all turbo systems to lesser or greater degrees, but is especially noticeable on GT's and SRT-4's due to the compact size of the turbo and its plumbing.
My intake now has the filter under the driver's side windshield wiper cowl and not only do I get the wonderful fluttering sound but on accleration it sounds like a jet engine at take-off thrust!
