Here's my version of a "real" cold air intake:



A K&N cone filter is located below the driver's side wiper cowl cover. The rest of the intake consists of a 3" od aluminum tube connected to the filter, a 3" id upper flex tube, a 3" od aluminum intermediate tube with connections for stock breather hoses, and 2.75" rubbber lower elbow for connection to the turbo. The cowl cover has holes drilled in it to allow the entry of fresh, cold air from the hi-pressure area at the base of the windshield The weatherstripping is intact sealing off the engine compartment. The filter is shielded from rain under the portion of the cowl cover that is solid. Water that enters the filter area is drained away by factory holes.

This is NOT a solution for noise-sensitive drivers. At WOT throttle it sounds like a jet aircraft on a take-off roll!!! But that's OK with me!
