Ask them to replace the TIP Sensor, if they haven't already...
That error is covered under the P0234 pproceedure in the diagnostic manual. The same proceedure is for P1188, P0234 and P1106. It will branch to a clear cut repair or replacement strategy.
If it is not the sensor, solenoids or wiring, it will need a new turbo/exhaust manifold assy.
Have them look under the P0234 test procedure. It is on Page 343 of the 2003 Powertrain Diagnostic Procedures manual for the PT Cruiser.
The P0234 is a Overboost Performance error.
The P1106 is a Baro Solenoid Performance error
The P1188 is a Tip Sensor Preformance error
The TIP sensor functions as a Throttle Inlet pressure sensor and also subs as a Barometric Pressure sensor.
The diag procedure is a maximum of 10 tests. I know you have been having this error code for a while. I wish you good luck in getting it corrected.
It may be worth a call to the service manager at another dealership to see if they are staffed to handle problems like this. It isn't easy to grasp the way the solenoids and sensors work, until you take a good long look at the emissions schematic and the procedures in the Powertrain Diag manual.
