Default Water pump

I know there are several threads regarding PT cruisers overgeating and possible problems and solutions. My question is this: Recently took out 2002 pt cruisers to our local garage after it was overheating. Had been told by several people that the fan wasn't kicking in, even when the air con was switched on. Left it with the mechanic who phoned not long after to say the water pump wasn't working. When I asked about the fan he told me the fan wouldn't kick in if the pump wasn't working so without replacing the pump he couldn't tell. Low and behold the pump was replaced but the fan dowsn't work.
SO. If he had tackled some of the problems mentioned on here about problems with the cooling fans such as faulty wiring and relays would it still have not functioned if the pump was broken?
Sorry if this is a bit long winded but want to have some ammo before I go to see him and ask why 700 later the car still has the same problem.
