Are the 16"s going to have any disadvantages over the 15's in snow or what not?

The 15" are actually better for snow, as they are narrower.
Aren't the 16" you show "chrome clad"? That's a plastic chrome coating.
As to rust - get a strong magnet - if the magnet is pulled toward the wheel, it can rust.
Your current wheels are alloy and cannot rust.
