When you say persistent, so you mean it's continuous or only happens during specific times like going over rough places or when you turn?

If it only happens when you go over a rough place in the road, then it sounds like a bad lower control arm bushing. The feeling of it under your feet is very common. It could be a sway bar bushing too. But the feet thing is more often the control arm.

If the noise is fairly continuous while driving straight on smooth road, it may be a CV shaft, bad tire or wheel bearing. If it only happens when turning, then check for bad CV shaft/joint first. Also, if it's continuous, make sure you are not dragging something under front of your PT and that you don't have something rapped around a CV shaft. That's very common in Arkansas.
