The Mopar "Street" Catalog lists several Neon controllers for '95-'99 vintages that have CARB EO D-265-18. This is on the same page as the PT Stage X listings.
Perhaps the recalibration is not as involved as the PT turbo upgrades, but apparently Mopar does not how to get things approved. [:I]
Ford has similarly CARB approved upgrades for its sport-compact vehicles.
