Respectfully, the vacuum canister is the actuator for the fresh air/ recirculation control. Vacuum holds the diverter door in recirculation position. When the car is off or the vacuum fails, a spring resets the fresh air/ recirc-door to fresh air position.

The temperature control (air-blend door) works by a direct cable mechanical connection.

All fresh or recirculated air flows first through the A/C evaporator (which cools and dries only when the A/C compressor is operating).
Then the air blend door (temperature control) diverts some or all of the air (that passed through the A/C evaporator) to flow through the heater core as well.

The engine coolant flows through the heater core whenever the motor is running. There is no water flow control.
