Macster,
You should re-read the article written by the turbo engineer that was posted late last year. HP gains will be best met (more turbo efficiency) by increasing the escape gass differential = bigger down tube and cat (just off the turbo), more than the blowout exhaust system.

You probably are right though, a kit should be easy to assemble that would:
1)take boost to 20 lbs,
2)better pre-cool a larger air mass,
3)make available, on demand a higher rate of fuel delivery, and
4)efficiently evacuate turbo gasses.

I'm not sure that a custom plug and a CD ignition (multispark), might be necessary at that stage also.
