Yes, it replaces the lower bumper assembly.
On the PT, from the bumper to the lower intake opening is a single piece. A few screws and hangers and it comes right off.
That would need to be replaced as a single piece.
As for your other post, the German bumper REPLACES the stock lower fascia of the PT. Some companies make bumper covers which sit over the stock bumper only. Others like the Xenon Crusher and I think the bruiser actually replace the stock lower fascia.
