Hehehe...was just kidding around. Actually the flames you are talking about shooting from the pipes are actually spark plugs or ignitors drilled into exhaust tips (some have openings in the front to allow additional clean/fresh air to enter so the introduced mixture can be ignited and are longer or projected/extended far enough away from the body/bumper as to not cause any damage to the car/paint) and a line for gasoline or propane is placed there too. There are kits available on the net, but are highly illegal.
