I haven't done it YET (I bought some extra taillights really cheap to give it a shot). You use stained glass paint (that you buy in a craft store) and clearcoat over that. No need to change the bulbs. As far as DOT issues - there SHOULDN'T be any as many cars come with all red taillights from the manufacturer. If you don't want to do it yourself - do a search for D.I.
