You can use the heat gun (hair dryer) but just be careful. Not too close to the paint. Use a blunt instrument or gloved hand to start pulling on the spear as the glue gets tacky. You'll need some sort of "Goo Gone" to take the residue off when your finished.
Also you can use high strength fishing line to get behind the spear and "saw" through the 3M tape.
