I'm pretty sure the standard wheel didn't come with wheel locks...heck my Limited with chrome wheels didn't come with them. It sounds like the original owner forgot to hand the key in to wherever he traded it in. They can be broken off or drilled off. Just try you local auto/tire dealer. Just have proof of ownership along with you so it doesn't look your trying to do something illegal.
