I believe that you are talking about the airbag cover. You have to pull the airbag out. You can buy the cover only from Chrysler for $100, you have to have the VIN # for anything you buy now. The cover is color coded to the car. You can get different colors if you want. There is even a carbon fiber print for the black cars. I have the drivers side carbon fiber gauge cover if you want to match them up. I also have an extra silver one if you need it. There are several on eBay for sale but they are for the airbags and all. They changed the styles of the covers in 04 or 05 where they bolt up to the glove box frame. Be sure yours matches your year.
To remove the airbag on the passenger side:
1. Open glove box all the way.
2. Flex sides of box in where the stops are to allow it to fall all the way open.
3. There are two bolts on the bottom, 10mm I believe. Take them out.
4. Pop the dash cover up above the airbag. It is easier to remove the whole thing but you don't have to. If you just want to replace the airbag cover you can take 3-4 screws out and it will come off. You will also need to take the bottom cover screws out also.
5. If you want to remove the airbag there are 2 13mm bolts that you need to take out under the dash cover. It will then slide out. It is heavy so be careful. You have to have the airbag box installed to hold the cover in place. You can cut the old airbag out of the box with a razor knife or razor blade. It is not manditory that the airbag be replaced. If you sell the car you have to tell the buyer that the airbag is not there or non functional.
