Default fine scratches

OK so i have these scratches along the fender just above the wheel well. It's had to explain what it looks like but the best i can describe is like when you brush a tire up against a curb, that kind of a fine ,angled scratch.
I dont know what the former owner brushed against and you can only see it if your down below the wheelwell and look at it from an angle but its annoying because i know its there. any idea how i can get rid of it aside from a buffer?

I think IRPT has the same software programs as the C.I.A and F.B.I for tracking files. thanks for posting that, Gary
