Here are some solutions I've read about:

WD-40 is suppose to work. Also Dawn dishwashing detergent and cold water, then rinse with warm water. Car wax on a rag and rub it with your finger. Bug and tar remover (Doh).

Any solvent based cleaner will remove tar. Even kerosene, or like IRPT said w-d 40 / I have straight solvent and it comes off like butter.

There is a product called SCRUBS. I use it at work all the time . They are towels in a bucket with a lid (almost like baby wipes). It has a citriclean solution in it. They work great for shop cleanup, greasey hands, paint on your hans , and road tar.
