Welcome to the forum.

Good looking PT. As far as your fog lights, a very common fault for the PT is the Multi-function stalk. The lever that controls the lights, turn signals and fog lights. Cheap interior parts inside the stalk tend to burn out making the fog lights inoperative. The rest of the functions on the stalk should still work.

Changing the air filter doesn't really add any performance. It sounds better when you accelerate and you might loose some of the hesitation from a stand still but don't look for a kick-in-the-pants kind of improvement.

hello
Thanks for your answer,
i knew for the fog light, and the stalk. I read that people install a relay for the fog light
Do you know if I can find a new stalk with better interior ?

No, there's only one stalk that I know of made for the PT. Some last forever (had mine for 15 years) and other burn out quickly. Yes, some owners have hooked up their fog lights to relays and separate switches.
