Unhappy Bolt for quarter panel broke off, stud is flat against body

We were putting the bolts on for the driver quarter panel today and I got half way on the bolt and it broke and the bolt is now flat, so we were going to try drilling for easy out but as we were drilling the part of the drill bit broke off in the hole. Got any suggestions on how we can get the piece of drill bit out of the hole?? Here's a picture of the hole. Please help me

Appears you're pretty well screwed.
Looks like there's room - drill 2 or 3 new holes in flange and body and new sheet metal screws.

Would it work if I cut right around that area and take a small piece of sheet metal and rivet over the hole and then put the panel back on line it all up and drill a small hole for a screw or bolt to go in?? Would that work instead of trying to drill a hole or two right next to the one that is there and cutting space, this way I could drill a new hole on where it's suppose to go on the panel too.

If you think the thickness of the metal patch wouldn't make a damn...
Another possibility is to drill a hole just bigger than the broken bolt diameter centered on the bolt - much as you'd drill out a rivet - then put in a bigger bolt.
Or, if you have a dremel with a conical grinding bit and use that to try and grind the bolt out.
