Default Petcock on radiator

Thsi seems like a dumb question but I went to drain cooling system today. Turned petcock on lower radiator 1/4 turn and nothing came out,does this unscrew more than a 1/4 turn? Plastic so I don't want to force. Stuck a tooth pick up there to see if it was plugged but nothing . Rad cap is off and evaporation tank cap it off heater to max. What the #@$%^%^^%$#@@$%^^!!!!

Gonzo,

I have the PT apart now waiting for a new fan. Had to drain the radiator. Yes, that flimsy/rubbery pet-cock does need to turn more than 1/4 turn. Keep going and the water will start to drain straight down when it's opened. Take the radiator cap off for a better flow.
