Default fan always on

Has anyone else experienced air blowing from their heater - even when it is turned off? Could that be the air conditioner pulley out of alignment? Or what?

Loads of cars in the last few years have the "positive ventilation" were the option on the lowest fan speed is "Low", there is no "Off". Just turn the dials towards the windshield or floor if you don't like the air blowing in your face.

Are you saying that there's air coming out of vents even with fan (leftmost dial) turned off? That wouldn't be anything A/C related.
Is the rightmost dial turned to recirculate (look at small picture of arrow in a circle). If you switch to recirculate and you still get air movement, then I suspect your fan switch is bad.
