I haven't had a whole lot of problems with bushing on the rack going bad on PT's. Sway bar bushings are another thing. Try checking your power steering fluid to see if it is low. If it is the tiniest bit low, get underneath the car (if you can) and with a pick poke a hole into the steering rack boots. On the bottom, on an outside fold of the accordian. If it leaks, that may be your noise. It is leaking and needs to be replaced, and the noise is probably the inner tie rod. Another option would be to undo the outer tie rods, and move them all around. There can sometimes be rust (if it isn't leaking) that gets in the inner tie rod. This is only a temporary fix and should really be addressed with a new rack after you save some money.

Well, got the car back today. It does not make the popping sound now when I make the hard turns THANK GOD. It still makes a slight popping noise when I am parking/backing up and forward some, and it did do it once when i was turning left up a hill, but nowhere near what it was doing. but I think it probably did that anyway and my senses are just heightened by the fact that its fixed now and I am trying to find things wrong with it LOL. I truly do not think that it needs a new steering rack though.
