Having worked out there for 7 years (when I was a much younger man, and it was a lot safer than it is now), I could probably give you 6 or 7 reasons why they are doing it and what their thought process is, but I won't bore you.

try driving an ambulance to a hospital in downtown Rihyad! that's nuts!! i was cut off several times just going to the hospial for an info visit! and don't drive in the left lane either unless you want to die!
