The Turn Signal / Wiper Fuse blew out in my '03' Turbo, so i replaced it with a higher Amp (30) and a week later it did the same. It was during a dry spell so it was not from the wipers. Anyone ever had this problem before?

Sounds like you have a short. Certainly the turn signals should never be drawing enough current to blow a 30 amp fuse.
Does the fuse blow when you turn on the right signal or only when you turn on the left signal? The week delay sounds like a place where the insulation may be worn and allowing the wire to make contact with a ground.
