Default Cabin Noise After Dealer Service

Took 2001 PT Cruiser for rack & pinion replacement by Dodge dealership. They also replaced plugs and wires. Now getting very loud cabin noise. Nothing noticeable when outside of car, but inside, the engine noise in the cabin is loud. Sounds like there's nothing between my knees and the engine. Is there some soundproofing they didn't reinstall? Other ideas?

check to make sure all the boots have been reinstalled around the base of the steering column. sometimes the boots arent seated all the way creating a direct opening tot he engine compartment.
