Where is the voltage regulator? inside the alternator or inside the ECU? My model is 2003 touring edition.

Quote from the Haynes Manual:
The Voltage Regulator is an integral part of the PCM and cannot be replaced separately. |

That is common failure on the PT's? The only way is replacing the entire PCM? How much a PCM????

The only way is replacing the entire PCM? Seems that way, YES. A lot of vehicles have the same set-up. How much a PCM???? Not sure. Check with your local dealer and a couple auto parts places. |

what problem are you having exactly, and what leads you to believe that it is the voltage regulator to be the problem?
