On top, towards the hood, or behind, towards the door?
On top might be the wheel well, but that would be part of the fender (I think).
Behind might be the mud guard.

I'm not sure on the newer cruisers but, on my car the plastic inner fender was one piece. I think this is what he is refering to. I had to remove mine. After installing the air ride the tire was hitting it.
