Replacement Tensioner for 01 cruiser

I bought all new parts to replace the timming belt,Tensionner,idler pulley etc. Got to teh dealership, The Tensionner comes in a kit with front and rear Timming cover,and a different tensionner. This one does not use the allen wrenches. Still, I can't seem to take all the slack out,It is very tight going on,But still has a little slack on the left side before it gets to teh large sprocket...Crankshaft sproket. Any suggestions? Thanks

haynes has a procedure for installing that works well you turn the one pully 1/2 a cog off and then roll the belt on and the marks should line up I dont have the manual in front of me at this time but the way they described it worked well for me then I turned the motor over several times to make sure it was still in line before re installing the covers.. this was on a neon but it has the same motor...

I am not sure what the obsession of changing the tensioner to the new style is.it seems to have more moving parts that would seem to be more apt to fail the belt is the only real problem under there but as usual chrystler is doing their best to sell part you dont need.
