i dont know much about rims i have chance to pick up a nice set but the offset is 5 x 100 will this offset fit a 01 pt cruiser?

That's not the offset, that's the bolt pattern and you do need the 5 X 100 for the PT. The offset is a different matter and after a search of Google and this forum there seems to be a wide range of offsets depending if the wheel is 15", 16" or 17inch. The ranges go from 35mm all the way to 44mm and a lot depends on the type of wheel.

will 5 x 114 fit the cruiser?

Again, that's the bolt pattern and it has to be 5 X 100 so the answer is NO.
5 x 100 is broken down to say 5 lugs that are 100mm apart. If you try and put 114 on, the wheel will NOT fit on the hub.
