2005 PT Cruiser Ignition Switch

Ok...my fiance drives this car. 55,000 mi. All of a sudden she said that the engine won't shut off unless she pushed to lock button, and then it will allow her to turn the key to the off position. We took it to the dealer, they replaced the ignition switch. It is still doing the exact same thing. Am I wrong? The engine should shut down by turning the key to the off position. Then, push the button, turn it to lock, and remove the key. Right? I can't find anything relevant in the owners manual. Should she have to push the lock button, and turn the key to shut off the engine? Thanks guys.
