Default checking a starter solenoid

I have a 2002 pt cruiser and I have been having trouble starting it up. I turn the ignition to which the motor turns once and then begins clicking. I tested the battery and got a read out of 11.9 V. At one point, while I was driving the left turn signal went cuckoo. Furthermore a panel light behind the speedometer no longer works. I am hoping that this is a seperate issue. I checked the fuses and they all seem to be in tact. I read on another forum that this type of issue can be resolved by replacing the solenoid with that from a 95 jeep cherokee.

PT starter problems

I was wondering if there is a way to test the solenoid and also where to locate it. I tried finding images on it, but was unable to do so. If there are any other prelim diagnostics I can run that can help me determine the issue it would be greatly appreciated.

Look down between the radiator top and the upper manifold. The a cylinder looking thing with a big red wire going to it. That's your starter solenoid which is on top of the starter itself.

I don't know how to test it.
