Default plug question

what is this plug? I found it dangling from my left front wheel well.

Looks like it might attach to a fog light or another light in your headlight assembly. I say this because it was in your wheel well....

i can't see the pic, the link is broken. But if it's dangling from the bumper in front of the tire then it's the plug for fog lights. Even tho your PT may have not come with fog's the wire set up is still there.
