overheating 02 pt

Default overheating 02 pt

hi guys thanks to this forum i was able to diagnose a bad lowspeed fan problem on my daughters pt . I replaced the fan motor filled and bleed rad but it still overheats.
fan runs when defrost is on so lowspeed works and so does the heater.
it overheats less than a block from home. top hose gets hot.
not sure what to check next. i dont have the tools to replace thermostat myself.

Top hose indicated t-stat is opening-
Is radiator plugged?

Remove hoses and run a garden hose thru it.
Water should freely (within reason) run in upper and out lower hose barb
