Exclamation AC low airflow, seems to be evaporator

OK I've written about this issue several times, and it comes down to this:

Compressor/Blower Fan seem to be in working order. I get cold air, but it VERY limited volume.

We've check the airflow TO and FROM the evaporator including the non-existant cabin air filter. We've even cleaned the Evaporator with one of those "anti-smell" mold removers, still very low air volume.

We've checked all switches and doors, seem to be operating as normal, and the low airflow exists across all functions of the AC (recycle or outdoor air, heat, fan only, etc)

This leads my mechanic to believe it's a CLOG in the Evaporator casing somewhere, not allowing the air to flow normally over the coils, which also is causing freezing on the coils as they get too cold, diminishing the airflow further as the car drives for long distances.

That means he wants to pull the dashboard, and it's VERY costly (over $300 and he's cheaper than most).

SO the questions I have is:

1. Has anyone HAD this problem?
2. WHAT are the chances it's something FURTHER than a clog.
3. Is there any OTHER component of the evaporator?
4. Would the evaporator core need replacing in this situation? (That causes another headache of having to drain and store the refrigerant.)

HELP!

Are you saying air flow is or isn't restricted with the other functions?

It's restricted on ALL functions. Low airflow exists regardless of user settings.

When using heat, is the normal route of the heated air through the evaporator core?
