Default multifunction switch , fog or not

my grand daughter bought a 2005 pt touring , something is crazy , i think someone along the line of owners put the wrong mfs on this car.

it has fog lights , they are wired and fused . the mfs does not have the pullout switch to turn on the fog lights , it is the solid type.

i removed the mfs and checked inside , everything looks good with no burned tracks and all moving sw parts move like they should.

what happens is low beams work ok --when either high beams/flasher/turn signal is switched on under dash high beam fuse blows.

i think someone went to a junk yard and bought the wrong mfs , does anyone have a idea what happens if wrong mfs is installed .

This is probably the problem that led them to replacing the mfs, not directly caused by the switch. I woud look into other possible reasons why this problem is happening, such as a wiring short.
