Might just be the electrical connector for the cruise isn't making good contact but before pulling the wheel apart, did you check all the components for the cruise control that are under the hood?

Does the cruise control light come on when you hit the button? I am just trying to figure out how you came to the conclusion it was in the steering wheel. Like Crewzin said it could be under the hood with the vacuum actuator or a vacuum leak. If it is not turning on could be the stalk itself.

When I picked up my PT, the cruse did not work. I found the PCV hose with a major tear in it on the bottom, unseen.
Once I replaced it, the cruise worked fine.
Just somethin' else to look into.
