Won't start 2003 non turbo

Default Won't start 2003 non turbo

The water pump was leaking so, I replaced it along with the timing belt, pully and tensioner. I get a code of 0016. I made sure the cam sensor was plugged in. The cams and crank marks are lined up. I put a link of the pictures below. It sounds like it wants to start but won't. I read hear the left cam sprocket should be a half a tooth lower? That's why I made sure it was. Any ideas on what else to check?

Ok, I noticed the gas guage was on empty. I put gas in it than the battery got too low to krank it over but, I don't have any error code anymore. I'm waiting for the battery to charge now. I sure hope I don't have to tear it down again to re-align the sprockets.
I was hopeing someone would look at the pictures and tell me what they think. Your edvise is shirley appreciated.

Now a 0016 and a 0522. It almost seems I need to realign the timing.

the cam timing marks are off less than one full notch. Therefore the crank must be turned in either direction to find true tdc. One way is to use a long dowel and a dial indicater in # one plug hole. A 2.4 sebring manual shows the crank timing mark on the left side of the sprocket tooth. More investigation is needed.
