Default goop in turbo

So I just bought a 05 gt turbo (HO) and put a cold air intake on it. While doing that, I noticed what looked like 'blowback' residue inside the turbo ... can I clean it...should I clean it?
To compound what I found, two plugs were not screwed in all the way, and one other plug came out with oil all over the threads (not firing gap or electrode). Any ideas?

The plugs is the valve cover gaskets. Then o ring on each plug on the cover is failing. The other is coming your air box. Check where the vent hose connects. Shoud be a small filter there. Don't forget to replace the pcv while your at it to help assure your not losing boot with a leaky valve.
